He's supposed to be a monstrosity!
Luckily In my List of Plots for NOvels, one involves there being an evil version of Rojo with a much darker heart...

Sceatto was a complete wanderer, showing in all sorts of places without a real home. While he didn't have a pet dragon, he had a magical cat with wings that followed him everyone, and on occasion hung out with a ghost. And he didn't change clothes with a flick of the wrist, he span in good old Looney Toon fashion.

No, his best friend was Sonic, and he liked hanging out with Aladin and Genie. And he was constantly spoiling other people's futures.
