Styxx Penitentiary lies directly beneath the dome of the Cavyrn. The cells are of standard size, possess only the most basic comforts (such as a cot to sleep on, a cheap blanket and uncomfortable pillow, a toilet, a sink and nothing else), and seldom see an occupant that remains within them for long. They are constructed of stone, like nearly every other building of the city, and can be entered only through a door of reinforced steel. This door features a small barred window and a small gap at the bottom that's just wide enough to allow passage for the day's meal to slide through on a metal tray.
The subterranean river that supplies the city with fresh water runs so close beneath the floor of these cells that the prisoners, or any other occupant, can always hear the sound of running water. It is this feature, attributed by the river, and the usual fate of the prisoners, attributed by the Guardians, that give the jail it's name.
